I think these ships would best be rebalanced by switching ECM to Guardian Angels and sensor dampening to Guristas.
All Guristas ships: +1 mid, -1 low
Special ability: 50% to missile velocity
Caladri: 5% standard launcher/assault launcher/heavy launcher/cruise launcher RoF per level
Gallente: 5% remote sensor dampener effectiveness per level
Guardian Angel: increase cap to make up for loss of MWD bonus, probably increase agility
Special ability (frigate): -100% ECM burst capacitor need
Special ability (crusier): -50% ECM burst capacitor need and duration
Special ability (battleship): -50% ECM burst duration +50% ECM burst optimal range
Gallente: 7.5% Hybrid turret tracking per level
Minmatar: 5% Hybrid turret damage per level

Serpentis rats are Guardian Angels. (Guardian Angels being a sub faction of Angels, which is why their ships both require Minmatar and Gallente)

Anyway, Blood raider ships have a good setup for bonuses, but their are still major problems.
Bhaalgorn should have its web range bonus increased so that it's range at level 5 would come close to matching the range of large nos and the weapons it will be using. (25 km)
If it was matched for the smaller variants, the Ashimuu would stay about where it is and the cruor could have a smaller bonus.
I also wouldn't mind the special ability changed to tracking speed.
That and increase the fitting on all of them so that it is possible to fit some tank, weapons, and nos/neuts.
